The District is currently assembling the team that will provide technical and managerial expertise to carry out the Bond Program efficiently and expeditiously.

In advance of hiring the team who will carry out the Bond Program, the District contracted local Las Lomitas Elementary School District Bond Project Manager Eric Holm to help strategize staffing, recruitment and selection. Additionally, the District is seeking counsel from:

• attorneys who specialize in bond projects

• Superintendents and Chief Business Officers who have supervised bond projects in other school districts

• Facilities Managers from neighboring school districts

Requests for Qualifications (RFQs) have been posted for the following:

• Architect and/or Architectural firm

• Director of Bond Program

• Construction and Program Management Firm

Community Input 

Staff, parents and community members play an important role in planning and oversight. This form describes the multiple committees that will help with planning and oversight, including school site committees that will play a critical role in the final design process (see Step 8). 


Construction/Project Management Services Selection

This committee is currently screening and interviewing firms applying to oversee construction of our projects. Their work will conclude mid-December assuming the search produces successful candidates.

Architectural Services Selection

This committee screens and interviews architectural firms. Potential dates for screening will occur on December 18 and January 8. This committee involves a short term commitment. If you are interested, or have someone to recommend for this role, please respond to this form ASAP.


Citizens’ Bond Oversight Committee

Separate and unique from the selection committees and the eventual school site planning committees, the district is required by law to establish a Citizens’ Bond Oversight Committee (CBOC). Participation on this committee involves long-term, periodic (probably quarterly) meetings of about 1-2 hours. By statute, this committee must be formed within 60 days after the election results are certified by the District, and must include representation from:

  • a business organization within the PVSD area
  • a senior citizens’ organization       
  • a bona fide taxpayers’ organization         
  • a parent of a student in the district         
  • a parent who is active in the PTO or other school or district organization

In addition, no employee or vendor of the District can be a member of this committee. 

The Board of Trustees will review, amend and approve the bylaws for this committee at its January 16 meeting. Check back here for links to this information after January 16. The members of the oversight committee will then be appointed by the Superintendent with oversight and advice from the Board of Trustees. This committee’s primary purpose is to ensure that the bond proceeds are spent and accounted for appropriately.
