Public projects costing sixty thousand dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. Public projects costing between sixty thousand dollars ($60,000) and two hundred thousand dollars ($200,000) may be awarded by informal bidding procedures. Public projects costing over two hundred thousand dollars ($200,000) are subject to the formal bidding process
